Depends on which association you play under. For ASA, yes, it will be legal in 2013. For USSSA, no, it will not be legal in 2013 as it does not have the new USSSA stamp.

Does this bat have a break in period?

This is a composite bat that would benefit from a break-in period. I recommend about 100-150 hits off a tee starting at about 40% power and gradually increasing. Also, be sure to rotate the bat a quarter of an inch between each hit.
