The 2012 Reebok Vector O HG: RVOHG Slow Pitch bat uses a higher quality composite material than the 2012 Reebok Vector O Plus HG: RVOPHG Slow Pitch bat. This is basically the only difference between these two bats considering all of the other specifications of the two bats are the same.

The 2012 Reebok Vector O HG: RVOHG Slow Pitch bat is ASA certified and is approved for play in ASA, USSSA, NSA, ISA, and ISF sanctioned events. The 2012 Reebok Vector O Plus HG: RVOPHG Slow Pitch bat is approved for play in USSSA, NSA, ISA, and ISF, but the bat will not be legal for ASA sanctioned events.

What is the speed rating on this bat? Is it 98 or 96? Will it be legal next year?

The 2012 Reebok Vector O Plus HG: RVOPHG Slow Pitch bat has a MPH rating of 100 MPH. For 2012, it is approved for play in USSSA, NSA, ISA and ISF. In 2013, USSSA will require softball bats to have the USSSA 1.20 stamp on the bat and this bat will not feature that stamp.
